Advises the HHS Secretary on health data, statistics, privacy, national health information policy, and the Department’s strategy to best address those issues. Assists and advises HHS in the implementation of the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
Full Committee
Executive Subcommittee
Serves as the coordinating leadership group for the Committee as a whole. Proposes Committee priorities to the full Committee, tracks the Committee work plan to ensure coordination of activity across the Subcommittees and conducts periodic review and update of the Committee strategic plan for consideration by the full Committee. Liaisons with HHS and other governmental and non-governmental entities for input into the Committee’s work plan.
Subcommittee on Privacy, Confidentiality and Security
Monitors major developments with regard to health information privacy, confidentiality and security to identify issues and opportunities for Committee investigation. The Subcommittee makes recommendations to the full Committee and assists HHS in its administration of the privacy and security provisions of HIPAA as well as on strategies to promote the development and adoption of sound health information privacy, confidentiality, and security policies and practices in the evolving data sphere beyond HIPAA.
Subcommittee on Standards
Monitors and makes recommendations to the full Committee on health data standards, including implementation of the Administrative Simplification provisions of Health Insurance Portability and Accountability Act of 1996 (HIPAA). This includes issues related to the adoption of uniform data standards for patient medical record information and the electronic exchange of such information.
Review Committee
Reviews existing health care administrative transactions for which standards, code sets, identifiers, or operating rules have already been adopted and are currently in use as stipulated by Section 1104(i) of the Affordable Care Act (ACA). Determines whether existing adopted standard(s) or operating rule(s) continue to meet industry business needs. Ensures coordination with the standards that support the certified electronic health record technology approved by the Office of the National Coordinator for Health Information Technology.

These Subcommittees and Workgroups were formed to accomplish specific objectives either for a designated period of time or until a specific project was completed. While the groups are inactive, the reports and rosters are included for historical, archival and reference purposes.
