Mr. Coussoule is a highly regarded executive in health information technology, privacy, security and health care insurance operations. He has 35 years of experience in operations and technology consulting and IT management in the U.S. and internationally. His career experience reflects deep background in addressing and solving the implementation challenges of health information technology, data management, HIPAA administrative transactions and the technology and operations impacts of health insurance operations.

In his current position as Senior Vice President & Chief Information Officer at BlueCross BlueShield of Tennessee (BCBSTN) since 2008, he is responsible for all aspects of information technology, information security and business engineering. Mr. Coussoule also directs strategic initiatives and manages the company’s information services and business engineering divisions. BCBSTN served as one of the “Alpha” health plans assisting the HHS Center for Consumer Information and Insurance Oversight (CCIIO) with the operational development and implementation of the ACA’s federal health insurance exchanges, or the Federally Facilitated Marketplace (FFM). Under Mr. Coussoule’s direction, BCBSTN worked aggressively to meet all FFM testing and operations objectives and continues to assist HHS with solutions for FFM operations issues. BCBSTN is also a member of the DaVinci project, helping to address the needs of the Value Based Care Community by leveraging the HL7 FHIR platform. Previous positions include Senior Vice President and Chief Information Officer at Crawford and Company in Atlanta, one of the world’s largest independent providers of claims management solutions. He also served as Assistant Vice President at Enterprise Systems where he was responsible for information systems development, maintenance and support.

Mr. Coussoule earned a BA degree in Economics and Mathematics with honors from Dartmouth College. He is a 2015 member of the Nashville Health Care Council Fellow program in Nashville, Tennessee. He sits on the Board of Directors of Tennessee HIMSS and is a member of the Advisory Council for the University of Tennessee at Chattanooga, College of Engineering and Computer Science. He was appointed to NCVHS in 2015, appointed to a second term in 2020, and serves on the Subcommittee on Standards and Executive Subcommittee.
