Work Group Charge

Section 263 of P.L. 104-191 requires that the NCVHS:

“(B) shall study the issues related to the adoption of uniform data standards for patient medical record information and the electronic exchange of such information;

(C) shall report to the Secretary not later than 4 years after the date of the enactment of the Health Insurance Portability and Accountability Act of 1996 recommendations and legislative proposals for such standards and electronic exchange;”

Meeting these requirements will be a primary focus for this workgroup.

Specifically the workgroup will:

  • Develop and initiate a workplan to assure that the Committee is able to respond appropriately and in a timely fashion to the legislative requirements.
  • Through a variety of mechanisms, provide outreach, liaison, and consultation with and serve as a forum for the public, consumer groups, the health industry, Standard Development Organizations, the research community and state and local governments and other interested parties.
  • Based upon public hearings, consultation, and analysis, develop recommendations to the Department and legislative proposals, for subcommittee consideration, on issues related to the adoption of uniform data standards for patient medical record information and related information, and the electronic exchange of such information.
